Message of our president 2013

Message pronounced at the occasion of the General Assembly in Prague, 2013, by Paolino Serreri, the newly elected president of the FECBOP.

“Thank you for the confidence you have placed in me by electing me president of the FECBOP. I want to convey a particular and affectionate thanks to Jean-Pierre Vacher for his important contribution to the birth and development of our federation. I promise not to disappoint you and not to disappoint the members of our federation. Now that I engage in the new role that you have given me, I feel the need to tell you with what state of mind I accepted this responsibility and in what spirit I will perform the duty you have entrusted me.

 

I am very conscious of the historical role of the French Centres of bilan de compétences and of their importance in the European federation. I would never have accepted this role without their consensus. Similarly, I would never have accepted without the certainty that Serge RATCHET, our coordinator and Jacques HOFMANS, our vice president, continued to offer their invaluable contribution. I also count on the confidence across the board and all those who have responsibilities in the FECBOP. I think particularly of Silvana RASELLO as President of the European Committee for quality labeling. The Board also benefits from the collaboration of experts who contributed to the history of the FECBOP, such as CECCHIN Maria and Carlos Ribeiro. I also count on their valuable collaboration. Together, we will work to enlarge the FECBOP to engage other countries and other partners, such as the Czech network, our host today, and the University of Valladolid, future member, as well as other new members from our partner countries.

 

I think there’s a lot of room to grow, because the bilan de compétence and guidance are fundamental tools for the European strategy to promote career security and the development of employability in the European objectives 2020. The bilan de compétences is also a strategic tool for the development of human resources and thus contributes in getting Europe out of the worst crisis of recent decades – a crisis out of which we can get only get if we put “human resources” in the center of our solutions, rather than the finance and banking: The bilan de compétences as a tool that gives the central role to the subject in his history and his context – the bilan de compétences that places in the hands of the individual the reins of his own destiny – the bilan de compétences to serve a strategic role in the political development of employability, employment and human resources in general.

 

The federation will continue to work with a new enthusiasm for this great cause. For that, I am convinced that we will grow further and increase our weight and our importance in the coming years. In our country, there is a wealth of facilities and qualified and experienced people in the field of guidance. To them, our doors should be opened with one condition: the quality of their organization and of their practices. However, for the regular membership, we have a very precious asset in our quality management system and we must enforce it strictly but sensibly. It is with this in mind that we must together fulfill the mission to which we are called. Thank you again. ”
